This happens more commonly when you have dividends or earnings in an investment account from a foreing firm, and you then have the option to take the credit in your US return as a deduction or a credit, and since a credit is worth more than a deduction, the tax credit is the way to go, but Im wandering of topic.You did not mention the other country involved, so I don;t know if theres a treaty in place or not, but here a link to the IRS website where all 68 countries are listed alphabetically.

Cherry Invoice Files, a seperate file are filed in numeric order, by date then build number, then documents in that file are filed again by date then alphabetically.
