Especially if you're moving or tearing down walls or re-configuring an entire layout.- Do you hire a general contractor to manage the job?

Not sure if most lenders will allow them  yet a multi unit properties but if it can be configured as a single family with maybe a nanny suite that doesn't have a full kitchen the VA renovation  loan should work.

Does there exist a configurable, virtual offer template somewhere?

Here's the challenge - $200/door/mo in cash flow is much different on a $120,000 duplex with 2bd 1ba configuration that rents for $725/door/mo with a 25% DP of $30K - that's $400/mo x 12 = $4800/yr. $4800/$30k = 16% COC.

@David Renfro We are executing a major expansion of our park in San Antonio, which includes utility build-out and major restructuring of the home site configuration.

This ADU is about as small as you can go for this configuration, and it cost $160,000, including the $11,500 needed to replace the sewer line and attach it to the new ADU.  

Nor would changing the configuration of lighting, plumbing, etc - the inspector is going to inspect what's there, not compare them to original plans.Other areas will vary, particularly in areas where government tends to be more heavy-handed.

This will be my first time undertaking a project that requires substantial work (all new windows, kitchens, baths, re-configuring walls, electric, plumbing, roof, exterior), so lacking experience with such a project I would welcome any helpful feedback.  

That is not a common configuration.
