The exception would be if the seller is displaying regular dishonest or otherwise questionable behavior; that could be a sign that they would try to change the underlying deal.

He asked me if I'd rent to them again and I said I never actually rented to them in the first place, and even though they didn't cause any problems and paid the rent on time, no I wouldn't rent to them because I know them to be dishonest and were unwilling to sign a contract. 

And yes, they hired a contractor who was just as dishonest as they were and got screwed by him.

Are you saying that because agents have licenses they can't be dishonest?

There are a huge number of dishonest (and downright criminal) people in real estate and I believe that most of them started down that path by making small, seemingly insignificant compromises at first. 

The owner was very dishonest and eventually my attorney flushed everything out.

I'm not understanding why it's a noble act for a Realtor to charge that fee yet looked at as dishonest when a wholesaler charges a fee.

If they fill it out dishonestly, I know they were dishonest and I again have just cause to deny.

That tells me they are dishonest but it doesn’t change the fact that they should reimburse you for the back utility bills.

The people that ask for 30-60 days for inspections are often "buyers" that have no intention of buying, misleading the seller, and dealing dishonestly.
