Completely shutting off utilities for a prolonged period of time can damage the property since it will not be climate controlled for that period which can lead to moisture damage, mold, and other costly repairs if it goes on long enough.

Because if it's not, you are going to be spending a lot of that $200 a month painting and dealing with moisture issues.

During the rehab make sure to go in and eliminate any potential source of moisture that may be causing the mold.  

They also make those moisture meters, that I have had roofers use in my attics to attempt to trace back sources.As noted, in my market, if you have active leaks that you are aware of, they need to be disclosed when selling a property.  

The locking mechanism is also water tight to prevent moisture from seeping through to the sub floor and you will then be able to run it through the whole home including bathrooms and kitchens.

Then I had my roofer go out and look at the roof to ensure there were no leaks or any of the roof compromised in any way.The remediation company did say there was some moisture in the attic in a small area where the outer part of the roof contains leaf debris.

Heat and moisture gets trapped under the house and the heat wants to rise but the LVP creates a vaporlock, thus inhibiting the mold growth. 

The basement was covered in mold, despite us purchasing our own dehumidifier for 200 dollars so we could uphold the mold and moisture addendum of the lease.

Even though this moisture didn't come up through the floor, it can also provide a place for mold to grow.
