Adding my 0.02 here too as a NH and Mass investor:100% agree one needs to really know Manchester in order to invest since multi's there are still under-taxed in my honest opinion - this will eventually catch up as the city gentrifies.Rochester is VERY tricky and I can't really make any additional comments there with the exception of for those local folks, there is definitely money to be made.

REO's usally don't close on time, so 2 REO deals of mine have been extended and extended... but only one needed taxes lowered but it was a NH steal paying $17k with an "as is" value $45-50k so I'm willing to wait and miss the tax grievance deadline.Vermont is also expensive closing costs as lawyers handle the closings and not escrow companies.
