I did some research online and it seems that new legislation allows and somewhat requires phone companies to actively block phone numbers that it suspects of being SPAM which could be any number that calls the same phone number 3 or more times.

Thanks Account Closed The only reference I can find in the legislation that excludes SB9 from being used due to tenant occupancy in the last 3 years is specifically associated to the alteration or demolition (anti-displacement measures) of the unit on the property.

Or, you might ask for something else like the ability to do lease options in TX.You need to be able to express why the current law is a problem, articulate a tailored solution that isn't likely to have unintended consequences, and explain the benefits of the proposed change to the legislator's constituency to your representative (more likely his intern.)
