Anyway, I don't have money for a lawyer (and I'm not sure what a lawyer would be able to do for me anyway).Does anyone have any experience with this and know who I need to contact to make sure that I can get questions answered and violations that don't exist removed?

The quote says to remove the railing but mentions nothing about reinstalling new railing which typically cost $50-120 per linear foot in CA, as well as lighting it says remove as set aside to be reused but mentions nothing about reinstalling it after aluminum is installed.
