I am an extremely hard working individual who knows what hard work looks like and will not run from it.

What @James Carlson said can minimize any problems, but to be honest you have an extremely small sample size. 

Legally I can't 'harass' her into leaving but I'm concerned I may also have liability for not doing anything since she should be in assisted living, etc.

My tenants are always happy and if I offer for him to break the lease and he moves, there is a high likelihood of "well I am moving out and it seems there is dangerous molds and owner won't do anything about it and if I were you I would be extra careful about having molds in your units too" and causes other tenants to be concerned. 

So when we did not receive any response to our emails for several days, this naturally triggers concerns and emotions.
