The grant funds must be used for pre-construction costs, including:Architectural designsPermits and impact feesUtility hookups and energy reports Soil tests and property surveysThese funds are not available for construction costs. 

A Surveyor(survey plus a slope band map if you are zoned hillside), a Habitat Study(Biologist), and a Soils Report(Geologist).

They could be settling cracks which could mean expansive soils or foundation damage, or they could be due to water damage from a previous leak, active leak, etc.

Well, my comparable advice is to sue the agent that sold this property to @Sandy Sandy!

@Sandy Sandy needs to find and match the right type of PMC with their property or will keep getting the same results. 

And his written feedback were:Foundation is currently structurally sound and stable.Moisture and settlement are not presently affecting structural soundness.No urgent structural repairs required, but proactive maintenance is advised.And his recommendation is to focus on moisture control, so extending the gutter away from the foundation, regrading of the soil, etc.
