It was stated the ranters they fill with plant flowers and keep the property up so it is maintenance free for 15+ years. 

It is possible the largest investment shift in the last 395 years is some kind of tulip scam and there are elements to compare to that, however we are not talking toys or flowers in this case.

I own a couple mutli families in Bakersfield and those have been good cash flowers over the years so I definitely tend to lean in that direction.
