(At the very least the flood-soaked drywall should have been ripped out, there's a bit more to it, but that's a big, easily identifiable red flag.)

That way when a tenant spills on them and decides not to clean it up they don't soak up the moisture like laminate.

Properly sealed pavers would not have soaked up the oil.Regardless, it seems like it is fairly easy to remove oil from pavers.
