Those issues were likely pre-existent and lip stick was applied to get a tenant in.

I actually have had to fire a couple of PMs over the years that SAID they can manage Section 8 tenants, but when push came to shove on the vacancies it was all lip service and they managed to do everything they could to not put Section 8 tenants in the units.
