Removing the carpet and pad, treating the concrete with an enzyme treatment.  

Use bio enzyme stuff for septic tanks ?

Use a pet odor product with enzymes to clean  the carpet.

I believe there are enzyme cleaners at pet stores that can be used on wood.

Also used lots of "natures Miracle" spray bottle which neutralized the urine/odor using enzymes. 

There's enzyme-based pet mess products that would be my go-to.... check out any of the various floor/surface cleaners made for this purpose, such as this product.

We have taken up carpet, sprayed enzymes on floor and just painted the floor with killz.

Buy a pet enzyme cleaner (we use bio-kleen bac out) and soak those areas.

Enzyme-based cleaners (such as Nature's Miracle) tend to work best, but you really need to soak it (depending on the amount and depth/strength of the urine smell, which it sounds like is pretty bad in your case).
