National average should be $2000-$3000 per unit installed.If the area does not have central air, why are you trying to install it if the tenants expect wall units and there is no significant return on the investment?

As for your rights, there is no national law on this any more, it's state specific as to reuired notices to end your tenancy....some where from 30-90 days.
