The major problem the HOA faces is a few homeowners' delinquency to pay the HOA fees ($30-50/month), so at the beginning of this year, we put up a sanction that every homeowner that is behind with their payment for more than 6 months, will lose their privilege to park their cars, as well as their guests entry to the gated community.

The past couple of years the parking lot seems to be getting emptier and emptier, and the complex as a whole just seems to be in bad shape (I live close, so I drive by occasionally).I would love to contact the owner, and let him/her/they know that I'm interested in the property, but my offer price would be nowhere near $2.8 million (I don't think it would be worth that if the property was running great).

I sat across the parking lot, watched him push the materials to his truck, wait a few minutes(guess he thought I left) then push everything right back to the returns line to try and return.
