What usually works best is focusing on a niche and becoming an expert on it. 

You would expect the PMC to have plans in place to auto-forward all emails & phone calls for a worker on vacation to someone else in the company.Escalate your concerns and if they can't convince you they have an acceptable plan in place, it may be time to find a better PMC!
