You mentioned "running the numbers," and I often emphasize that profit is made when you buy a property, not when you sell it.

That being said, I can't imagine the water usage being such an issue, but you should take it up with the HOA or company doing the work. its not a serious concern, but at the same time people shouldn't be free willingly using your utilities without permission. 

Even though it's in bad condition, our incentive to buy is so another bad owner doesnt get it and continue the disrepair/place bad tenants across from us.
