The D.C. condo market is basically like a stock market after a major crash, there are many neighborhoods and buildings that simply were overvalued/market has changed and are arguably in some cases still overvalued however there are definitely some diamonds in the rough, I’ve even looked into buying, especially in areas with limited new apartments, abd limited row homes that possibly compete at all on price, so basically downtown and west of the park is where I’d look.

But I have worked 10 times harder at this than I did at any job I've ever had.

I'd imagine it's difficult to keep a housekeeper busy at first until you build up a good client base. 

If I was going to go into that It would have to be at scale and run it like a hotel operator and expect damage and theft etc.
