@Srinath Gopinathan in my experience your generic lawyer is too risk-adverse and or trying to make a buck by overcomplicating a situation. 

This is a crazy hassle and I'm at a dead end since NONE of these people can help.

One way to save on the negative carry is to delay the purchase until the very end of permitting.
