If you get a pressure reading at the meter, and then inside the house while the water is flowing, you may be able to determine if its the supply line.

@Jeff Moore, your state's contracts may read a little different, but I get that same question when I list a home here (I am a Broker-Owner of a small RE Firm).Our listing agreement has 1 spot for the Total Commission, X%.
