Easiest to talk to that person's local bank who will connect with USA branch lending (for example if you have hsbc premier account, they will arrange a US mortgage). 40% downpayment, and interest rates normally 1% above the current rates for US residents.

Also, they are usually very conservative on refi appraisals and if the value they come up with is a lot higher than they see I paid they will usually call me and ask what kind of improvements I made to the property.If you sell it on the other hand and get a contract at a much higher price due to the higher rents they probably will appraise it much higher to get to the contract price.Makes no sense to me personally, value should be value regardless of why they are appraising it.

I guess my assumption is the person providing the owner financing is most likely looking for monthly income for a long period of time so that they can collect all of that interest.

You should still do credit and eviction check.The 3 X rule is for the average person with car payments, credit cards, etc.
