There are some multifamily properties that are not insurable with full replacement cost or might only be insurable with 1-3 carriers with full replacement cost which is the issue you're running into.

Fire hydrants, water availability, electric, internet, road access, road traffic, road turn outs, zoning- normally not an issue in Texas countryside, storm pond or drains, internal road surfaces, etc.
