Any truth to this? (Facebook meme)
So I have seen this meme going around Facebook for sometime and I have tried researching myself but can not come up with anything solid. So BP is there any merit in this or is this another misleading Facebook post?

I have dealt with this twice in recent months. It is usually people who can least afford an animal. I have a service animal request form that requires, among other basics:
- Written statement from doctor or qualified professional.
- Appropriate current State, county and/or city licenses.
- Evidence of current vaccinations from local veterinarian.
- Evidence of renters insurance with animal liability coverage.
- Agreement to submit to DNA test for identification purposes.
The faker won't usually work through the list, but a real need has no problem complying.
