Basically, these are apartments who have issues like earthquake safety and leaky problems. They are considered high-risk, because there are several uncertainties that go with them. One of which is the fact that a body corporate will not handle these types of properties.

Most of the time, they have a connection with various construction firms that can fix the problems that these properties have. They will usually have a bigger discount for the repairs since they know these construction companies.
