It's in their best interest that everything is finished before they pay out.So, if there are items that are left undone and are normally done in a mortgageable house , then it's important to figure out where the communication breakdown is.

So you have to crack down consistently and across the board.I am also a real estate investor now and would say that you have to be sure about the finances of the HOA.
