I already had another GC take a look at my property and he has done good quick work for other investors in the area that I know personally.

Personally, our property management company doesn't do large scale rehabs.

. $209k is very cheap for 40 acres, so that offer could be a person interested for hunting land and nothing I'd get excited over, and I wouldn't assume it means anything other than you could sell it for $209k. 

I contacted the local PD, no police reports have been filed only phone calls placed from my property about concerns at other nearby address...dog barking, noise complaint, the latest was assist person.

I also Cc'd / emailed that letter to the housing authority contact person who handles complaints about section 8 properties.
