I don't know whether you are dealing with a 4-inch or 6-inch pipe, but even a 4-inch pipe should be perfectly capable of handling 2 single family homes if it is in working condition.Hard to believe someone installed the clean-out backwards, but unless this is actually where your backup problem originates, I doubt anyone will make you correct that one.

They crawl under the house and find a way in.The way to mitigate this is to use 1/4 inch screen that you can buy at Home Depot, etc and screw it into the bottom of the frame of the house and run it down to the ground and possibly even out away from the house a bit(think L shaped pattern).

The cost of moving things around to accommodate the 42 inches versus just having a slightly lower price might make more sense.The third piece of advice is look at the comps.

Looks like an LG WM3488HW is designed to be placed under a counter, since it is 33.75 inches in height and offers vent-less drying.A bit pricey but looks like it would work.

The house had some signs of foundation settlement when he bought it which were chalked up to age, however it’s clear now that there has been more recent movement (some of this may have been due to an earthquake a few years ago) causing about 3 inches of settlement along this very small house.
