For example, when a senior, low income tenant without a car in a unit without laundry gets bed bugs- you really can't expect them to find a way to get all of their fabric items to a laundrymat (no one is going to say yes to putting their bedbug infested stuff in their car)-- it's not going to be possible for them.

If its a safety hazard or could be a detriment to health/safety, then it will be a problem with FHA guidelines.Chipping paint, hand rails missing or broken, windows not sealed properly or broken, insulation fallout, mold, termite infestation, cracked foundation, moisture or leaking roof, heating and electric not working and not up to code, etc...

I know people say its block to block in many of these cities but I have seen perfectly good blocks go Pear shape.. what was a good block 3 years ago is now infested with bad actors and the block goes down hill and your rental goes with it.

Since all of the units have bed bugs it sounds like a full blown infestation and not something to be taken lightly.
