I am also worry if I tell them not to do the phase 2 they will prolong and not do a good job on phase 1.

In the big picture, housing should be a net beneficiary in this, potentially less intense and less prolonged, economic downturn.

If there is a prolonged halt to evictions then there should be a process to verify those tenants that need it. 

Also, you may potential be leasing to a tenant that is not only comfortable with navigating through the eviction process but also skilled at how to prolong the eviction through actions such calling code enforcement for mold, claiming there is vital maintenance not corrected by landlord......If you are in even a mildly good rental area I would take a chance on younger folks with no rental history before I gambled with someone that has proved they are potential to not pay.

I would think these factors would play out in a prolonged, downward pressure on the housing market over decades.well I started in Cupertino as a new agent at 18 in 1975..
