In my area even if a housing authority doesn’t have enough budget to “absorbe” the recipient holder, they usually agree to all them to port and administer their process, as long as the housing authority they port from will carry the budget and reimburse the new HA.

If you bring it to their doorstep they may offer that downpayment so they can get in on the deal.Another option is finding a deal where the seller is willing to carry the financing themselves.

I have heard the horror stories about Section 8 tenants destroying property, and the flipside that the vouchers are difficult to get and a recipient would lose their voucher for an eviction, so they take care of the house.
