Some investors will refinance their conventional investments to non-QM to free up slots or simply purchase them with non-QM to begin with.  

Up until about a decade ago, once you filled up the Fannie/Freddie slots, there wasn't much of a choice if you wanted to continue to expand; you had to go commercial.
