Given the home is in CA and the legislation seeming to favor tenants due to the Covid situation... how can I guarantee I will be able to move into the home if my offer is indeed accepted?

@Nirav PatelI think this is a grey area that has just been closed this year with new legislation. 

The link you posted is for the Commission on Human Relations who is deciding on how to enforce the legislation, no ability to make any changes to the bill once it was already passed. 

We have had a lot of poor legislation like this recently.

Further, if this legislation is passed, rent control will also greatly challenge the real estate investment environment in our state, perhaps driving some landlords to other investments thus actually decreasing the availability of rentals overall. 

So the recent round of stimulus/COVID legislation that passed has $25B in rent subsidies for renters in arrears due to Covid.

I stay pretty up to date on the Virginia legislative activity and have not heard this.

I do think there is something significant happening per the laws being put in place by cities, and I do agree cities in general tend to be legislated by one party, while outside cities it’s majority republican.

I will be eventually locating to Los Angeles but have concerns about investing there first given high taxes, high insurance (wildfires), and housing legislation.
