Building a new fighter jet is an example as an appropriate cost plus because if you asked the contractor for a fixed price the contractor would have to price very conservatively due to all the potential unknowns.

Time span for Police and Fire Fighters responses take anywhere between one hour to mostly two hours, I'm told, for them to arrive, because they have had to lay off so many of their members, and the crime is rampant and the fires is an everyday thing, so it's hard for them to keep up.
