In Erie, run a quick noise-to-numbers scan: pick 2–3 zip codes, pull rents for your target bed/bath, check taxes and insurance, then call two property managers to sanity-check tenant quality, average days-to-lease, and turnover costs.

As far as cost, check the natural gas vs electric charges in your area.
