Pete,That location is most likely in a lower income/higher crime area (read the crime section of the Tacoma News Tribune, seems like most of the stories originate from that area), which is likely why the 4-plex is priced much lower than the comps i've seen elsewhere in Tacoma.  

Hi Joshua, similar to how tenants and landlords can file disputes with the Residential Tenancy Branch, strata owners can file disputes with The Civil Resolution Tribunal (CRT) for certain strata matters.

In Ontario when we serve a delinquent tenant an eviction notice we are required to put our Home Addeess...so the Tribunal (kangaroo court) can mail me a copy.

These deals were in 2010-2011,  when the Chicago Tribune couldn't go three days without another story about real estate fraud being committed in the wake of the recession.
