Shaker and the east side do have a good amount of duplexes/triples at lower price points, and the BRRRR + Section 8 angle can work well as long as you’re careful with rehab numbers and block by block differences.Your idea of coming out in 2026 to meet GCs, lenders, and agents is the right move.

There are also some up and coming zip codes in east Charlotte that have some good buy and hold opportunities. if you're looking for a buy and hold I would also suggest looking at resales where you need to do minimal work to get it in shape to rent and be open to other builders.
