I wouldn't want to end up in front of a magistrate demanding late fees from a tenant who paid but late because of stay-at-home orders or worse still illness, but tenants that didn't lose there jobs and just refuse to pay probably won't fare well either.

It would have been cheaper to buy him a bus ticket to the town of his choice, give him some cash for his vacation and bid him farewell....although from the sounds of it, this guy would have preferred to continue on right where he was...there is often no way to reason with mental illness, drugs or just plain stupidity.
