They want to extend their lease (they will be the tenant and legal responsible party) and insurance won't pay, so they will be the full tenant/legally responsible party.

Many flippers have not lived in the property they sell and can disclaim a lot legally 

The number one complaint I hear from frustrated property owners, moving their management to us, is that their former PM was slow to respond.  

Of course, there are always legal/liability issues when you open a rooftop for tenant use.

@Enrique Jevons I would add one point, in some places you file a complaint but for real time noise that is an issue don't call your landlord call the local authority.
