They want to extend their lease (they will be the tenant and legal responsible party) and insurance won't pay, so they will be the full tenant/legally responsible party.

@Enrique Jevons I would add one point, in some places you file a complaint but for real time noise that is an issue don't call your landlord call the local authority.
