It is not uncommon at all to have insurance companies tailor their coverage to the location, especially when it comes to water, flooding, and beach/front (or even Island generally) coverage and insurance.

I have had a water meter put on my well to monitor water use so I think you could do something similar if you want to charge/monitor use for water

I have a client with 200 acres in TX that I got approved for 40M including horizontal and vertical financing on 180 homes but the county wants them to pay for 180 water meters up front and the lender doesn’t want to include that on the term sheet.
