They think that is disruptive for families to have to find new housing on very little notice, which is especially hard if you have to rely on Section 8 for assistance. 

I lived for a time in Budapest and was amazing at the rate and quality of development, despite crazy political happenings and generally disruptive politics. 

Inspections, appraisals, etc can disrupt the business a bit (who wants to rent a vacation home while a home inspector is crawling around???)

You get the appreciation on your rental just like you would if you lived there, the one big draw back is that if you rent a home rather than an apartment the owner could end up selling at some point and disrupting your plans.

I also heard from another neighbor that the cops were called due to weekend disturbance after they moved in but I haven't verified it was these tenants causing the disruption.

No reason having dozens of tire-kickers walking thru the place disrupting the tenants lives..  

The disruptive ones are too cheap to come.  

If so, the RE market there might be disrupted once the program ends (which is soon, IIRC)...

I watched one house go into foreclosure because a Realtor came in at the last second, disrupting an investor deal with a promise of a well above market sales price.

Then, bam, something unexpected happens and all our plans are disrupted.
