I'm basically just inserting my worthless post in here in hopes that someone smarter will come to the rescue. 

It is a simple 2 minutes or less process for each lock. you insert the working key, then a tool, and do a couple of turns in a certain sequence, put the new key in and turn it and you are now re-keyed.

Don't worry about trying to insert things you have heard.  

Dear [insert council member’s name],The Dalles is in desperate need of affordable and well maintained housing.

The renovation I am in now required 15 steel I-beams inserted into the basement.

Just go into excel and it will be under like insert or the data tab.
