Communist countries, or other countries without a very stable gov, could take your property at any time and probably very little you could do about it.

Unless you got some communist judge hellbent on the destruction of every landlord you'd win easily.The tenant likely knows this and is just bluffing.

It's such a brazen , communist and fascist overreach by state that it must surely be taken to court if it becomes a law next year.

I don't see how a country can be "kinda Communist".... 

Back in the old country, they and their four children occupied a 3 room (room, not bedroom) apartment - basic communist hovel.

Only the communist and the former communist countries have and that only includes Cuba in the list you mentioned, not even Venezuela.
