If drugs are an issue he can try to get the guy arrested off site especially if he knows  where he is selling stolen property or if he has drugs on him.

On the other hand, if YOU complain to the housing office that the tenant is dealing drugs, or got arrested, or busted out some windows...they might just as easily, and at their discretion, throw the Tenant off the program.

If they arrest her you can just call the unit abandoned and take it back.
