I plan to meet with realtors while I am there to get more of a understanding of the markets in those 2 states. 

Currently, the basement is not a legal unit nor is it being used as such.I haven’t submitted an offer yet.

This implies it is extremely unlikely (but not impossible) that the tenant would not move out when legally required.
