I would hire a pest control company to seal up any entry points to prevent this from happening. 

Rent control makes it real difficult to get rid of poor tenants that pay their rent.  

Having said that, be mindful of rent control so if you are looking for cashflow there are likely better options unless you are picking the property up for a very solid discount.
