It could just be settling over the years; however, if your inspector says it's a big concern, you could always ask for a GC or someone that specializes in crack repair (if its the foundation) out there at the same time as the electrician.I typically recommend that the buyer do the repairs, so you can hire someone you trust and can call back.

Also, title listed the property as a 4-unit with only 1 structure, but it's actually a 5 unit with 2 structures, which is another thing that has me concerned.

The TOPA issue caused multiple contracts to fall apart as the tantants tried to hold out for payment, then we eventually were the 4th contract to come in on it and wait them out.

This is already more than halfway to the 2.6-3.0" where cracks will form and the foundation may become a serious issue that requires expensive foundational repairs or the demolition of the entire property as it continues to get worse and worse.Depending on your contract, it can be cause for you to get your down payment/earnest money back.
