I’m having the same issue with a flip of mine I’ve been holding for over a year, really comes down to be honest with yourself about basically your 3 options, hold it until the market improves (and eat holding costs) sell at a market clearing price, or refi and eat those costs plus I’d imagine a monthly payment deficit.

If you do ultimately decide to sell, you'll want to hold it long enough that you can do a 1031 exchange, which would allow you to defer all of the tax and depreciation recapture and reinvest it into another investment property/properties.
