Candidly I think the best option is some kind of dedicated scratching post, and or a "disposable" or "replaceable" piece of leather or material that goes where the cats are scratching. 

If not under a wide concrete pad then it'll cost ~$2k to hire a plumber to excavate and replace the pipe in that section. however, the bigger question is what type of pipe do you have - cast iron, clay, ABS?
