Reset your debt to 0, and decide if you want to have any leverage after you have some assets that you own debt free.

I might take it off market for a short time at some point too, so that the view count will reset.

I’m sure the city has some public funds to bring new infrastructure and that may have pressed a reset or pause button on the real estate cycle. 

I agree with your sentiment that depreciation schedule is higher than what we’re allowed, but that’s no different than saying it makes no sense that building value resets fully when a property is sold to a new owner.

That's compounding working against you.Could you refi the property for a better rate or just to reset the 30 year amortization schedule?

Perhaps I misunderstand the situation, but was there not a reset of the  basis when your father passed? 

Do reset on the rent following year as best as you can.

I can also say this, bankruptcy is not a “reset”, and it will haunt you for years to come if you are interested in investing in real estate anytime soon.
