I am sure there are exceptions but most of the reports we see all say "Recommend that you contact a licensed electrician / plumber / HVAC / roofer for further inspection" and if you read the fine print, they typically say that they are not responsible for any missed issues. 

You think the roofers and lawn care guys around me hire Mexicans because they like them?

I had a roofer (he works for a roofing company so knows what he is doing) fix the roof, put back the carport and the porch roof.

My current flip was bought from a wholesaler in a partnership with a builder friend of ours who has his own salaried framers, roofers, plumbers and electricians.  

So Jim that begs the question in your market that is what 30% Black where with huge unemployment numbers in able bodied Black men.. where are they in this equation and why are they not out there being roofers painters carpet folks etc. ?????? 

I was talking to one roofer and he wants 16K for a metal roof to put over shingles.

What I found on owning rentals long term is I keep a good relationship with the folks who I need to keep up the properties ,roofers ,plumbers ,electricians  etc...This can add up to thousands of dollars per job .I make them part of my family vibe if possible .
